台灣智慧醫療軟實力驚艷全球,「WHA台灣智慧醫療與健康產業展」隆重開幕,展現台灣在全球健康韌性關鍵地位

外交部於今(2026)年5月17日至19日「世界衛生大會」(WHA)期間,在瑞士日內瓦委託外貿協會辦理「WHA台灣智慧醫療與健康產業展」(Taiwan Smart Medical & HealthTech Expo)。本次展覽是我國落實「總合外交」精神與推動「醫療外交」的具體行動,開幕首日展場參觀人潮絡繹不絕,成功吸引多國友邦部長級訪團及國際醫衛代表團駐足交流。

 

本次展覽開幕活動共計有613位貴賓出席,包含友邦聖文森衛生部長Daniel Cummings、海地衛生部長Dr. Bertrand Sinal,以及世界心臟聯盟執行長Mr. Finn Jarle Rode、世界醫師會會長Dr. Jacqueline Kitulu、世界醫師會秘書長Dr. Ramin Parsa-Parsi、世界醫師會前秘書長Dr. Otmar Kloiber、國際抗癌聯盟執行長Dr. Cary Adams、國際醫院聯盟執行長Mr. Ronald Lavater、國際護理協會執行長Mr. Howard Catton及國際醫學資訊學會WHO顧問Mr. Patrick Weber等重量級貴賓均親自出席支持,充分展現台灣在全球健康韌性中不可或缺的關鍵地位。

 

外交部長林佳龍在記者會上表示,外交部持續秉持「總合外交」精神,全力推動「醫療外交」。本次展覽以「WHO Cares? TAIWAN Cares!」為標語,並以「Chip in with Taiwan」為視覺主軸,不僅彰顯台灣領先全球的晶片與 AI 技術,更凸顯我國在智慧醫療供應鏈中的核心角色。衛生福利部長石崇良、立法委員視導團廖偉翔委員、郭昱晴委員及陳昭姿委員均親自出席並致詞,展現政府與國會對台灣醫療產業接軌國際的高度支持 。

 

衛福部石部長於現場隆重介紹本次展覽期間衛福部主辦的三個論壇,主題包含「智慧醫療」、「癌症政策與創新論壇:從早期篩檢到公平治療」,以及「全球C肝消除行動:經驗與展望」,藉此分享我國在智慧醫療領域上的卓越貢獻。石部長強調,WHO排除台灣的作法已嚴重影響台灣在醫衛上對世界的貢獻,因此呼籲WHO會員支持台灣參與WHA並成為WHO的一員,台灣已經準備好續為世界醫衛做出貢獻 。

 

與會的立法委員代表也齊心發聲力挺。廖偉翔委員表示,過去幾年台灣雖然持續被WHO排除在外,但今年我國集結30家廠商到日內瓦,向世界展現台灣智慧醫療的實力,且台灣已提前於2025年達成WHO設定消除C型肝炎的目標,比原定2030的全球期限提早5年,更將癌症納入健保醫療體系以保障癌症病人權益。郭昱晴委員則強調,台灣並非前來挑起爭端,而是為了協助國際醫衛持續往更好的方向發展,WHO的原則是為全人類而立(stands for all),呼籲世界支持將台灣納入WHO體系。陳昭姿委員進一步說明展覽三大展區的亮點,全方位展現台灣醫衛實力的專業技術與智慧解決方案,籲請WHO必須包含台灣。

 

本次展覽共集結國內30家頂尖醫療院所與企業並規劃三大核心展區,其中「創新醫療院所區」重點展示台灣頂尖醫療機構的系統化實力,展現我國如何透過數位轉型與智慧化管理提升醫療品質,參展單位包含花蓮慈濟醫院、彰化基督教醫院、馬偕紀念醫院、台灣醫療健康產業卓越聯盟基金會、臺大醫院、新光醫院、臺北醫學大學、臺北榮總及三軍總醫院及國合會;「智慧醫療區」聚焦於生物科技與科技大廠的跨域整合,包含鈦隼生物科技、廣達電腦、真茂科技、和鑫生技、雃博、宏碁智醫、圓展科技、奇翼醫電、能資國際、台灣生醫大數據、福寶科技、博鑫醫電、龍骨王等企業,共同展現台灣在 AI 輔助診斷與智慧器械方面的領先地位;「韌性醫療區」則邀請世延生醫、朗齊生物醫學、奈捷生物科技、微體生物醫學、費生恩分子應用、光鼎生物科技等廠商,展現台灣在精準檢測與預防醫學中的關鍵韌性。此外,國合會特別設置的「援外成果專區」也是現場焦點,展示我國在巴拉圭、索馬利蘭、史瓦帝尼等友邦落實之公衛醫療與人道援助計畫,深切彰顯台灣守護全球健康的貢獻。

 

面對第79屆 WHA 討論主題「重塑全球衛生:共同責任」(Reshaping Global Health: A Shared Responsibility),林部長再次籲請 WHO 秘書處正視台灣能為全球公衛及防疫體系帶來的重大福祉。本次展覽透過公私協力,證實台灣具備國際領先的公衛量能,並能有效提升全球照護品質。外交部將持續結合公私部門資源,發揮「總合外交」之「以大帶小、軟硬兼施、公私協力、內外循環」的精神與「以醫帶產」的效益,將「醫療外交台灣隊」推上國際舞台,為全球公衛及智慧醫療發展做出更多貢獻,並透過經貿外交讓台灣的醫療專業與資通訊科技站上更大的舞台,推動國家朝「經濟日不落國」的願景穩健前行。(E)

During the World Health Assembly (WHA) from May 17 to 19, 2026, the Ministry of Foreign Affairs (MOFA) commissioned the Taiwan External Trade Development Council (TAITRA) to organize the **”Taiwan Smart Medical & HealthTech Expo”** in Geneva, Switzerland. This exhibition represents a concrete action by Taiwan to implement the spirit of “comprehensive diplomacy” and promote “medical diplomacy.” On its opening day, the venue saw a steady stream of visitors, successfully attracting ministerial-level delegations from numerous diplomatic allies and international medical and health delegations for exchanges.

A total of 613 distinguished guests attended the opening event of the exhibition. Heavyweight figures who personally attended to show their support included Daniel Cummings, Minister of Health of diplomatic ally St. Vincent and the Grenadines; Dr. Bertrand Sinal, Minister of Health of Haiti; Mr. Finn Jarle Rode, CEO of the World Heart Federation; Dr. Jacqueline Kitulu, President of the World Medical Association (WMA); Dr. Ramin Parsa-Parsi, Secretary General of the WMA; Dr. Otmar Kloiber, former Secretary General of the WMA; Dr. Cary Adams, CEO of the Union for International Cancer Control (UICC); Mr. Ronald Lavater, CEO of the International Hospital Federation (IHF); Mr. Howard Catton, CEO of the International Council of Nurses (ICN); and Mr. Patrick Weber, WHO Advisor to the International Medical Informatics Association (IMIA). Their presence fully demonstrated Taiwan’s indispensable and pivotal role in global health resilience.

Speaking at the press conference, Minister of Foreign Affairs Lin Chia-lung stated that MOFA continues to uphold the spirit of “comprehensive diplomacy” and spare no effort in promoting “medical diplomacy.” With **”WHO Cares? TAIWAN Cares!”** as its slogan and **”Chip in with Taiwan”** as its visual theme, the exhibition not only highlights Taiwan’s world-leading chip and AI technologies but also underscores the nation’s core role in the smart medical supply chain. Minister of Health and Welfare Shih Chung-liang, along with Legislators Liao Wei-hsiang, Kuo Yu-chin, and Chen Chao-tzu from the Legislative Yuan’s observer delegation, personally attended and delivered remarks, demonstrating the strong support from both the government and parliament for connecting Taiwan’s medical industry with the international community.

At the venue, Minister Shih grandly introduced three forums hosted by the Ministry of Health and Welfare (MOHW) during the exhibition. The themes included “Smart Healthcare,” “Cancer Policy and Innovation Forum: From Early Screening to Equitable Treatment,” and “Global Hepatitis C Elimination Action: Experience and Prospects,” aiming to share Taiwan’s outstanding contributions in the field of smart medicine. Minister Shih emphasized that the World Health Organization’s (WHO) exclusion of Taiwan has severely impacted Taiwan’s health and medical contributions to the world. He thus urged WHO member states to support Taiwan’s participation in the WHA and its inclusion in the WHO, asserting that Taiwan stands ready to continue contributing to global medicine and health.

The attending legislative representatives also spoke out in unison to show their staunch support. Legislator Liao Wei-hsiang noted that although Taiwan has been continuously excluded by the WHO over the past few years, this year the nation gathered 30 exhibitors in Geneva to showcase Taiwan’s prowess in smart healthcare to the world. Furthermore, Taiwan achieved the WHO’s Hepatitis C elimination goal ahead of schedule in 2025—five years earlier than the global deadline of 2030—and has incorporated cancer treatment into its National Health Insurance system to protect the rights of cancer patients. Legislator Kuo Yu-chin emphasized that Taiwan did not come to provoke conflict, but rather to help global healthcare continue moving in a better direction. She noted that the WHO’s guiding principle stands for all humanity and urged the world to support Taiwan’s inclusion in the WHO system. Legislator Chen Chao-tzu further輝 elaborated on the highlights of the exhibition’s three core zones, which comprehensively demonstrate Taiwan’s professional expertise and smart solutions in healthcare, calling on the WHO to include Taiwan.

The exhibition brought together 30 of Taiwan’s top medical institutions and enterprises across three core exhibition zones:

* **”Innovative Medical Institutions Zone”:** Focused on showcasing the systematic capabilities of Taiwan’s top medical institutions and how Taiwan enhances healthcare quality through digital transformation and smart management. Exhibitors included Hualien Tzu Chi Hospital, Changhua Christian Hospital, MacKay Memorial Hospital, Taiwan Healthcare Excellence Alliance (THEA) Foundation, National Taiwan University Hospital, Shin Kong Memorial Hospital, Taipei Medical University, Taipei Veterans General Hospital, Tri-Service General Hospital, and the TaiwanICDF.
* **”Smart Medical Zone”:** Focused on cross-domain integration between biotechnology and tech giants, showcasing Taiwan’s leadership in AI-assisted diagnosis and smart medical devices. Exhibitors included Brain Navi Biotechnology, Quanta Computer, Netown, NanoRay Biotech, Wellell, Acer Medical, AVer Information, Singular Wings Medical, Energy Support Corporation, Taiwan Biomedical Big Data, Free Bionics, BroadSims, and LongGood.
* **”Resilient Medical Zone”:** Invited companies such as Saiyen Biomedical, LongeBiomedicine, Instant NanoBiosensors, Microbody Biomedical, Fascin Molecular Applications, and BiOptic to demonstrate Taiwan’s critical resilience in precision testing and preventive medicine.

In addition, the **”Foreign Assistance Achievements Zone”** specially set up by the TaiwanICDF was a major highlight at the venue, showcasing public health, medical care, and humanitarian aid projects implemented in diplomatic allies such as Paraguay, Somaliland, and Eswatini, profoundly highlighting Taiwan’s contribution to safeguarding global health.

In response to the theme of the 79th WHA, “Reshaping Global Health: A Shared Responsibility,” Minister Lin once again urged the WHO Secretariat to recognize the significant well-being that Taiwan can bring to the global public health and pandemic prevention systems. Through public-private partnerships, this exhibition demonstrates that Taiwan possesses world-leading public health capabilities and can effectively improve the quality of global care. MOFA will continue to integrate resources from both public and private sectors, harnessing the core principles of “comprehensive diplomacy”—namely “the large leading the small, integrating soft and hard capabilities, public-private collaboration, and domestic-international synergy”—alongside the benefits of “using medicine to drive industry.” By thrusting the “Taiwan Medical Diplomacy Team” onto the international stage, Taiwan aims to contribute even more to the development of global public health and smart healthcare. Furthermore, through economic and trade diplomacy, Taiwan will enable its medical expertise and ICT technology to stand on a grander stage, steadily steering the nation toward the vision of becoming an “economic powerhouse on which the sun never sets.” (E)
