外交部長林佳龍與衛生福利部長石崇良於本(5)月11日在外交部共同召開記者會,說明今(2026)年「世界衛生大會」(WHA)推案規畫,以及外交部將在日內瓦首度舉辦「台灣智慧醫療與健康產業展」(Taiwan Smart Medical & HealthTech Expo),邀集國內超過 30 家尖端醫療院所與企業代表參展,藉公私部門共同籌組的「醫療公衛台灣隊」,向全球展示台灣將科技與人工智慧(AI)落實在醫衛健康產業的成果,彰顯我國公私協力一起拚外交的精神。

林部長致詞表示,外交部與衛福部持續推動參與WHA,今年雖尚未獲邀與會,但我方採取創新做法,將在日內瓦首度舉辦「WHA台灣智慧醫療與健康產業展」,凸顯「台灣一起拚」的精神,並以「WHO Cares? TAIWAN Cares!」為主題、以「Chip in with Taiwan」為視覺主軸,呈現台灣領銜全球的晶片與AI科技實力,主動向世界展現「Taiwan can help」。

林部長指出,「世界衛生組織」(WHO)提倡「不遺漏任何人」(leaving no one behind),然而卻長期將台灣排除在外,已經造成全世界的損失。即使台灣無法參與WHO及WHA,我國仍透過人道醫療援助、義診服務與新南向政策下「一國一中心」計畫在醫療衛生領域積極貢獻。此外,我國的護國神山並非僅有半導體,還有台灣成熟的醫療與公衛發展成就,從智慧醫療、AI遠距醫療,到健保大數據應用,皆為台灣的重要優勢。

林部長分享,「WHA台灣智慧醫療與健康產業展」將打造一個國際舞台,呼應賴清德總統「健康台灣」政策願景,以及落實外交部積極推動「榮邦計畫」下「八大旗艦計畫」中的「智慧醫療與健康產業」項目。外交部與衛福部密切合作,共同成立「醫療衛生外交諮詢小組」,將「以醫帶產」概念具體化為國家行動,包括賴總統近期訪問史瓦帝尼王國,親見臺北醫學大學協助史國培訓80名醫師,並為當地導入智慧醫療與遠距AI應用,深獲當地肯定;在帛琉、馬紹爾群島及吐瓦魯等南太平洋友邦,也都有台灣醫院長期投入醫療協助。

林部長進一步指出,去年外交部邀請「宏碁智醫」及「廣達電腦」赴日內瓦舉辦「智慧醫療應用說明會」,獲得國際社會正面迴響。今年在立法院跨黨派支持下,外交部擴大辦理的產業展,也將邀請各國衛生部長及醫療代表到場參觀,希望透過實地交流與晤談的方式,讓世界看見台灣醫療實力。

衛福部石部長致詞表示,第79屆WHA開議在即,對於WHO持續因政治干擾,未邀我國出席WHA,衛福部深表遺憾與不滿。但健康是基本人權、普世價值,我國仍將秉持專業、務實、有貢獻原則,籌組世衛行動團前往日內瓦,積極向國際社會傳達台灣參與全球衛生體系的正當性與必要性,透過各種會議及專業活動,持續強化與各國衛生部門及國際專業醫衛團體的合作,維護全民健康權益。

石部長也感謝友盟國家與國際醫衛團體持續支持台灣參與WHA,並嚴正呼籲WHO勿讓政治干預危害2,350萬台灣人的健康權益,正視各國與國際醫衛團體的共同訴求,支持台灣參與WHA及常態性參與WHO,讓台灣與世界攜手實現本屆WHA主題「攜手重塑全球健康:人人有責(Reshaping Global Health: A Shared Responsibility)」。

產業團團長-馬偕紀念醫院總院長張文瀚致詞指出,本次眾多醫療院所及廠商遠赴日內瓦參展,現場將設置三大核心展區,包括「智慧醫療區」、「創新醫療院所區」及「韌性醫療區」,將讓國際醫療衛生的決策官員、各國專家與產業界代表看見,台灣不僅是公共衛生模範生,更是全球智慧醫療產業鏈中最值得信賴的合作夥伴。

本次記者會邀請到26家將前往日內瓦參展的尖端醫療院所與企業代表到場,外交部表達誠摯謝意,並將持續發揮「總合外交」精神,結合公私部門力量,向國際社會展現台灣醫衛實力,以及在全球相關供應鏈中,台灣是不可或缺且難以取代的關鍵角色。(E)

On May 11, 2026, Minister of Foreign Affairs Lin Chia-lung and Minister of Health and Welfare Shih Chung-liang held a joint press conference at the Ministry of Foreign Affairs (MOFA). The event focused on outlining Taiwan’s campaign for the 2026 World Health Assembly (WHA) and the inaugural “Taiwan Smart Medical & HealthTech Expo” to be held in Geneva. The expo will feature over 30 leading Taiwanese medical institutions and enterprises. By organizing “Team Taiwan Medical and Public Health” through a public-private partnership, the government aims to demonstrate Taiwan’s achievements in integrating technology and Artificial Intelligence (AI) into the healthcare sector, highlighting the spirit of collaborative diplomacy.

In his remarks, Minister Lin stated that while Taiwan has yet to receive an invitation to the WHA, MOFA and the Ministry of Health and Welfare (MOHW) continue to innovate in their promotional efforts. The “Taiwan Smart Medical & HealthTech Expo” in Geneva serves as a testament to the “Taiwan Together” spirit. Themed “WHO Cares? TAIWAN Cares!” with the visual concept “Chip in with Taiwan,” the exhibition will showcase Taiwan’s global leadership in semiconductor and AI technology, proactively demonstrating that “Taiwan can help.”

Minister Lin pointed out that while the World Health Organization (WHO) advocates for “leaving no one behind,” its long-term exclusion of Taiwan is a loss for the entire world. Despite this exclusion, Taiwan remains an active contributor to global health through humanitarian medical aid, free clinics, and the “One Country, One Center” initiative under the New Southbound Policy. Furthermore, Minister Lin emphasized that Taiwan’s “National Shield” extends beyond semiconductors to include its mature medical and public health achievements—from smart healthcare and AI-driven telemedicine to the application of National Health Insurance (NHI) big data.

Minister Lin shared that the expo will provide an international stage to echo President Lai Ching-te’s “Healthy Taiwan” vision and implement the “Smart Medical and Health Industry” project—one of the “Eight Flagship Programs” under MOFA’s “Prosperity Project” (榮邦計畫). MOFA and MOHW have worked closely to establish the “Medical and Health Diplomacy Advisory Group” to turn the concept of “driving industry through medicine” into national action. Examples include President Lai’s recent visit to the Kingdom of Eswatini, where he witnessed Taipei Medical University’s efforts in training 80 local doctors and introducing smart medical and remote AI applications. Similar long-term medical assistance programs are also active in South Pacific allies such as Palau, the Marshall Islands, and Tuvalu.

Minister Lin further noted that last year’s “Smart Medical Application Briefing” in Geneva, featuring Acer Medical and Quanta Computer, received positive international feedback. This year, with cross-party support from the Legislative Yuan, the expanded expo will invite health ministers and medical representatives from various countries to witness Taiwan’s medical prowess firsthand through on-site exchanges.

Minister of Health and Welfare Shih Chung-liang expressed deep regret and dissatisfaction over the WHO’s continued exclusion of Taiwan due to political interference as the 79th WHA approaches. He reiterated that health is a fundamental human right and a universal value. Taiwan will adhere to the principles of professionalism, pragmatism, and contribution by sending a “WHA Action Team” to Geneva. The team will communicate the legitimacy and necessity of Taiwan’s participation in the global health system and strengthen cooperation with international health departments and professional organizations.

Minister Shih also thanked allies and international medical groups for their continued support. He called on the WHO to stop allowing politics to jeopardize the health rights of Taiwan’s 23.5 million people and to heed the global call for Taiwan’s regular participation in the WHO and WHA. This would allow Taiwan to work with the world to achieve this year’s WHA theme: “Reshaping Global Health: A Shared Responsibility.”

Dr. Chang Wen-han, President of MacKay Memorial Hospital and leader of the industry delegation, noted that the exhibition in Geneva will feature three core zones: “Smart Medical,” “Innovative Medical Institutions,” and “Resilient Healthcare.” These zones will demonstrate to international policymakers and experts that Taiwan is not only a model student in public health but also the most trusted partner in the global smart medical supply chain.

The press conference was attended by representatives from 26 elite medical institutions and enterprises heading to Geneva. MOFA expressed its sincere gratitude and pledged to continue practicing “Integrated Diplomacy” (總合外交) by combining public and private sector strengths to show the world that Taiwan plays an indispensable and irreplaceable role in the global healthcare landscape.
