首屆「沒有美國」的 WHA 石崇良:國際支持台灣力道沒有減弱

第79屆世界衛生大會(WHA)將於本月18日在瑞士日內瓦開幕,配合我國WHA推案,外交部規劃辦理首屆「WHA台灣智慧醫療與健康產業展」,推廣台灣醫療產業及宣介我國醫療援外成果。由於美國已宣布退出世界衛生組織(WHO),這也是首次沒有美國的WHA。衛福部長石崇良今(11日)表示,對於國際支持力道,並沒有因為美國不出席而有減弱,更因如此台灣需更慎重、壯大參與世衛大會活動,呈現台灣參與WHA堅定信念。

外交部與衛福部今(11日)下午舉辦「2026年『世界衛生大會』推案及『台灣智慧醫療與健康產業展』雙部長行前記者會」,由外交部長林佳龍及衛福部長石崇良出席,說明本年我國推動參與WHA及辦理「台灣智慧醫療與健康產業展」(Taiwan Smart Medical & HealthTech Expo)相關規劃。

石崇良表示,至今仍未收到WHA邀請函,但本週就會率領相關單位一起到日內瓦,大會期間也會舉辦4場重要的專業論壇,跟世界各國進行交流,今年最特別是會同時舉辦醫療跟健康產業的展覽,讓全世界了解台灣不只有晶片,要堅定表達台灣持續參與的決心,維護台灣2300萬人健康權益是世衛不可忽視的課題。

林佳龍也說,目前為止沒有收到邀請函,但不應該被動等待,而是要主動呈現「Taiwan can help」,今年主題是「WHO cares」,那「Taiwan cares」,這是雙關。要爭取台灣參與,不遺漏任何人是世衛的精神,但世衛卻不斷違背,不只是台灣有損失,世界損失更大。

媒體關切,美國退出世界衛生組織後,還有哪些國際政要聲援台灣有意義參與?石崇良回應,美國一直是台灣非常堅定的夥伴,其實川普上任後,也曾13次以不同管道跟途徑來表達台灣參與國際相關衛生活動的支持,這點我們還是非常肯定。

石崇良指出,雖然今年是第一年美國不再派員出席,但從過去幾年,歷年支持台灣參與WHA、成為觀察員的國家,一年比一年增加,每年都在成長,理念相近國家也為台灣努力奔走。

石崇良強調,國際支持力道,現在感受並沒有因為美國不出席WHA而有減弱,「更因如此我們更需要更慎重、壯大參與世衛大會活動,呈現我們參與WHA堅定信念,也感謝各國支持」。

林佳龍則補充,現在很多國際組織都關心健康問題,如台灣在APEC提案捐款倡議智慧照護韌性計畫,還是提案捐款的國家,也在太平洋島國做醫療努力等,確實是外交軟實力,透過此次參展呈現「醫療公衛台灣隊」,大家都是Team Taiwan隊員。

林佳龍說,雖然沒參加WHA大會,但世界這麼大,台灣可以做負責任且有能力貢獻的夥伴,這是理念也是一個商機,除了外交上固邦,很多國家都希望跟台灣合作,不只科技,健保也是很好的數據,是台灣寶貴的資產,也是外交走出去的最強後盾。

The 79th World Health Assembly (WHA) is set to open on May 18 in Geneva, Switzerland. In alignment with Taiwan’s WHA campaign, the Ministry of Foreign Affairs (MOFA) has organized the inaugural **”Taiwan Smart Medical & HealthTech Expo”** at the WHA to promote Taiwan’s medical industry and showcase its achievements in international medical assistance. Following the United States’ announced withdrawal from the World Health Organization (WHO), this marks the first WHA without U.S. participation. Minister of Health and Welfare Shih Chung-liang stated today (the 11th) that international support has not waned due to the U.S. absence. On the contrary, Taiwan must be even more deliberate and robust in its participation to demonstrate its steadfast commitment to joining the WHA.

This afternoon, MOFA and the Ministry of Health and Welfare (MOHW) held a joint ministerial pre-departure press conference for the **”2026 WHA Campaign and Taiwan Smart Medical & HealthTech Expo.”** Foreign Minister Lin Chia-lung and Health Minister Shih Chung-liang attended the event to outline Taiwan’s plans to push for WHA participation and host the exposition.

### Pushing for Participation Without an Invitation

**Health Minister Shih Chung-liang** noted that although Taiwan has not yet received an official invitation to the WHA, he will lead a delegation of relevant agencies to Geneva this week. During the assembly, Taiwan will host four major professional forums to engage with countries worldwide.

Shih emphasized that a highlight of this year’s campaign is the concurrent medical and health industry exhibition, aimed at showing the world that Taiwan has far more to offer than just microchips. He asserted that firmly expressing Taiwan’s determination for continuous participation is vital, as safeguarding the health rights of Taiwan’s 23 million people is an issue the WHO cannot ignore.

**Foreign Minister Lin Chia-lung** echoed that while no invitation has been received so far, Taiwan should not wait passively. Instead, it must actively demonstrate that *”Taiwan can help.”* He highlighted a pun for this year’s theme: if **”WHO cares,”** then **”Taiwan cares.”** Lin stressed that advocating for Taiwan’s participation aligns with the WHO’s core principle of “leaving no one behind,” which the organization continues to violate. This exclusion, Lin said, is not just a loss for Taiwan, but an even greater loss for the international community.

### Sustained International Support Despite U.S. Absence

When asked by the media which international dignitaries still support Taiwan’s meaningful participation following the U.S. withdrawal from the WHO, **Shih Chung-liang** responded that the U.S. remains a steadfast partner. He highlighted that since President Trump took office, the U.S. has expressed support for Taiwan’s participation in international health activities 13 times through various channels and pathways, which Taiwan deeply appreciates.

Shih pointed out that although this is the first year the U.S. will not send officials to attend, the number of countries supporting Taiwan’s WHA participation and observer status has grown year after year. Like-minded nations have continued to actively campaign on Taiwan’s behalf.

“The momentum of international support does not feel diminished by the U.S. absence,” Shih emphasized. “Precisely because of this, we need to be even more deliberate and amplify our presence in WHA-related events to demonstrate our firm conviction to participate, and we thank all nations for their support.”

### Medical Diplomacy as Soft Power

**Lin Chia-lung** added that many international organizations are highly focused on health issues. For instance, Taiwan proposed and contributed funds to a smart care resilience initiative under APEC and has extended medical assistance to Pacific island nations. This represents a tangible display of diplomatic soft power. Through this exhibition, Taiwan is showcasing its “Taiwan Medical and Public Health Team,” where everyone acts as a member of Team Taiwan.

Lin said that despite not participating in the WHA general assembly, “the world is vast, and Taiwan can be a responsible and capable contributing partner.” He viewed this not only as an ideal but also as a major business opportunity. In addition to cementing diplomatic ties, many countries are eager to cooperate with Taiwan. Beyond technology, Taiwan’s National Health Insurance (NHI) system provides invaluable data, serving as a precious asset and the strongest backing for Taiwan’s diplomatic outreach.
